BGL (like someone I follow) is at a point where he doesn't have to drop the gloves to do his job... or so I'm told.
The two elder statesmen you describe are definitely deterrents to opponents with their intimidating presence alone, no doubt about that. But sometimes it does seem like a chore for them to drop the gloves, which is really the reason they're in the NHL.I think it's just as advantageous to have a more active enforcer like a Godard, Orr, or Zack Stortini. They know their roles and have no problem with willingness to follow through.
